Memorandum: Noncitizen Eligibility for Disaster Related Assistance

Description:

This memorandum responds to requests for analysis of noncitizen eligibility fordisaster-related government benefits. It does not cover other “emergency” aid such as Medicaid, emergency services, and emergency food stamps. This examines noncitizen eligibility for the programs mentioned in CRS report RL31125, “Recovery from Terrorist Attacks: A Catalog of Selected Federal Assistance Programs.” Specific programs tend to be silent on the subject of noncitizen eligibility, and thus, the nexus of program statutes and the overarching welfare law was used to determine eligibility.
