The purpose of this guide is to assist emergency management professionals and volunteers effectively meet the needs of vulnerable populations in times of disaster. The guide emphasizes the importance of building partnerships between emergency planners at the governmental level and community based organizations (CBOs). After describing the vital role of CBOs in phases of emergency preparedness and response, step by step guidelines describe the process developing established partnerships at the administrative level and how to bridge organizational differences. Appendixes provide the reader with supplementary resources pertaining to CBOs and how to target vulnerable populations.
