This article provides a literature review of research which examines culture in a disaster context. Citing international examples, the author depicts disaster recovery efforts as complex cultural encounters which can strengthen or weaken local communities depending upon the extent to which cultural intricacies are taken into consideration by emergency responders.  An emphasis is placed on the need to provide culturally competent mental health services to disaster victims.
