Description:

Because an influenza pandemic would exacerbate existing social and economic inequalities and create the most serious hardships for vulnerable populations, countries should take special measures to mitigate the effects of a pandemic on those groups.  This report notes that social justice requires more than fair distribution of benefits and burdens—it requires action.
