Description:

This report, based on extensive field monitoring, examines the how the needs of immigrant, low-income, detained and homeless populations were addressed in repose efforts during the San Diego wildfires of 2007.  The report describes how foreign language services were used, the presence of border control officials and cites instances of discriminatory practices and racial profiling.  The report concludes by providing recommendations and reforms which would improve the future emergency response efforts.   The  report is available in both English and Spanish translations.
