Description:

This report is one of two documents prepared by the Centers for Public Health Preparedness Network that outline specific gaps in resources and publications which address the preparedness needs of vulnerable populations.  The report serves as a supplemental narrative to a resource grid which identifies the availability resources that address the needs of eight vulnerable populations.  The findings in this report emphasize the importance of understanding the role of ethnic identity in the emergency decision making process and the lack of resources which examine culture in the context of community/emergency manager relations.
