This working paper, released by RAND in December of 2008, presents the findings from a comprehensive assessment the involved a review of the literature in emergency preparedness communication and public health messaging strategies, education and outreach materials for emergency preparedness communication with at-risk populations, including those with limited English proficiency (LEP), and numerous site visits to identify gaps in risk communication practices with at-risk populations.
