This manual is intended to ensure that disaster relief and reconstruction efforts are conducted within a framework that protects and furthers human rights.  Operational guidelines in the manual are informed by and draw on provisions in relevant international human rights law.  The need to ensure non-discriminatory disaster relief efforts and preserve the social and cultural rights of ethnic and religious minority groups is a central theme in this publication.
