Description:

This document from The Disaster Preparedness Resources Centre of the University of British Columbia outlines cultural barriers that might impede emergency preparedness and techniques and recommendations for reaching out to these hard to reach populations. The goals of this discussion paper are to educate emergency planners and responders about cultural competence in disaster management, educate planners to address these issues in their preparedness programs, and provide practical suggestions for overcoming cultural and communication barriers before and during an emergency. There is also a section on ensuring long term strength of the program even in the absence of a disaster. The Appendix lists a number of resources through which accurate demographic information can be obtained.
