Toolkit for Addressing At-Risk Populations in Strategic National Stockpile Planning

Maintaining community vitality in a public health emergency or disaster requires a comprehensive response by state, territorial and local health agencies. Reaching all populations, even those at greatest risk, is crucial to achieving such a response. Health agencies across the country have made great strides in addressing the needs of their at-risk populations in their Strategic National Stockpile (SNS) planning. The purpose of this toolkit is to share some of these successful practices used by health agencies in their SNS planning. In a survey conducted by the Association of State and Territorial Health Officials (ASTHO) in early 2008, the states that responded reported that they were including at-risk populations in their SNS activities through eleven categories. ASTHO has collected some examples of these practices and grouped them according to the eleven categories identified in the survey.
