Public hospitals have always been recognized for their role in serving the uninsured, but as evidenced in the following pages, NAPH members also playa critical role in disaster response. They demonstrate capacity to provide essential emergency services, coordinate preparedness efforts internally, participate in external community planning, and care for vulnerable populations during an emergency—all with limited funding.
